A citizens group led by civic activist Art Levy soon began campaigning for more development around downtown with little success until Levy's death in 1978 inspired Mayor Tom Bradley to begin developing business district east off Interstate 95 instead which eventually became home to such notable businesses as SunTrust Bank and JBL Sportswear.
