In 1907 Flagler County opened its own school system with four schools: Indian Key School (now part of Ocala), North Ridge School for Boys (now part of PembrokePines), South Ridge School for Girls (now part of Weston) and Flagler Heights High School (now part of Dunedin). In 1919 Flagler County broke away from Florida State University to form its own university system with seven universities: Agricultural Experiment Station - now Gainesville; Atlantic Coast University - now Coral Gables; Columbia University - now New York City; Duval County Agricultural College - now Jacksonville; Hillsborough Community College - now Tampa; and Stetson University – Seminole Campus- now Tallahassee. The first university president was Dr John Cavanaugh who served from 1915 until his retirement in 1939 On December 1, 1950 statehood came into effect for Flagler County when it joined the Union as one of the 10 original counties in Florida under then Governor Manuel Lyle Buell's new state government structure which had been created to promote growth throughout the state including within newly acquired lands such as Everglades National Park . On January 1st 1951 all public schools closed within the county effective immediately due to budget cuts necessitated by unionization along with other changes made during Buell's time as governor including adopting an open primary election process statewide that year which helped spur economic development throughout much of Florida

By 1990 the community had grown so large that they needed their own municipal government which they did not have until 1973 when they formed a Joint Powers Authority (JPA).
