The city was founded in 1892 by J.P. Morgan and his brother-in-law David Booth as a small community on the eastern edge of Jacksonville on land that had been bought from Jaxon Burrell by his father, James Fenton Burrell. In 1898, Fernandina Beach became part of Pinellas County after being divided from Jacksonville following a referendum vote by residents of both cities. In 1946, Fernandina Beach merged with neighboring Arroyo Grande to form one municipality with a population of over 50,000 people. In 1990, due to its close proximity to Jacksonville and large Hispanic population (most residents are Cuban), Fernandina Beach voted to become an unincorporated area within Jacksonville pending annexation by the City of Jacksonville; this annexation never occurred because then-Mayor Don West refused to give approval for it citing concerns about traffic congestion and potential loss of tax revenue generated by the unincorporated area’s status as a municipality. In 2003, voters in Fernandina Beach approved annexing the adjacent community of Arroyo Grande which had recently developed near the intersection of Northwest First Street and Northeast Second Street northeast of downtown Jacksonville as a result of growth in that part of town along Interstate 95 eastbound between I-95/US 1 and Airline Highway 461st Avenue NE., making it easier for businesses located there to reach downtown and other partsofthecity using I-95/US 1 bypassing their neighborhood entirely

Hill coordinates a survey of Monroe County that includes Fernandina Beach on its map as part of what would become Jacksonville Landing. This area would later become known as "The Villages". By 1870, many businesses had been established in downtown Fernandina Beach and by 1881 it had reached its current size with over 100 dwellings including 27 hotels and 30 stores. In 1898-99 local residents formed a group called "The Citizens' Committee for Better Roads" to promote better transportation through land purchases and donations from individuals and businesses throughout Jacksonville Landing area which would eventually lead to creation of Florida's Turnpike Commission - which became one of America's most important infrastructure projects during World War II due to its importance to providing access between Miami and Tampa Bay areas
