In 1852, Dr. John Jacob Astor developed and marketed an early form of pepper spray based on nerve gas (piperacillin) he had developed while working for British intelligence. The Astor product was called "Nerve Gas Masks" and was designed to protect law enforcement officers from being attacked by criminals or insurgents while they made arrests or carried out other official duties. Although initially successful in deterring criminals, later trials revealed that even high doses of piperacillin did not always kill all targets; however, it did cause significant discomfort and temporary paralysis among those affected. Consequently, astor's product was withdrawn from sale after only two years on the market due to its dangerous side effects. After World War II ended, military scientists began development of new types of Pepper Spray munitions as part of Project Mogul - an attempt to develop a reliablePepper Spray weapon which could be used effectively against enemy combatants inside combat zones. However, these efforts ultimately failed due to various problems such as insufficient funding and lack of device reliability; moreover, Pepper Spray munitions remained virtually unchanged until the late 1990s when they finally underwent updated manufacturing process which made them more efficient and accurate).
