In 1965 AOPA opened Miami–Dade Air Pilots Association Airport 10 miles (16 km) north of town which led to rapid growth in aviation traffic not only for local airlines but also for outlying airports serving Greater Miami Area services like Fort Lauderdale and Key West which were then connected by road rather than airline flights.(1) In 1990 Philips Lighting Corporation moved its corporate headquarters from Plantation Village outside Homestead to newly renovated Executive Tower on Northwest corner Third Street NW adjacent to Pompano Beach Boulevard.(2) That same year Pompano Beach Boulevard became convertible into an expressway gridlock causes mall developers including Ameritech Properties Incorporated (Ameritech), Jardine & Matheson(3), Harkins Company(4), Singer Electric Light(5)and several others decided that they would build malls instead due largely to competition from Doral players who unloaded entire buildings onto county land for multiple purposes such as office/strip mall development using tax breaks available during those years.(6) These developers did not follow through with their plans as project delays followed shortly thereafter until 1995 when new county commissioners replaced previous appointees following protests from Mayor Tomás Regalado over high levels of corruption among county officials apparently related specifically to Philips lighting leases worth more than $100 million at that time.(7) In1996 state legislators passed Senate Bill No. 910 allowing municipalities subjectto statewide governance such as Broward County full control over zoning rules so long as these ordinances complied with state environmental laws governing air quality including controls on gas emissions causing health concerns especially in nearby Plantation Village where residents had lobbied unsuccessfully prior thereto.(8)(9) As part2onsequence this provided municipalities like Doral with unchecked authority over zoning that allowed massive housing projects such as Marriotts Mill Resort Plaza(10)(11), Courtyard Marriott Hotel(12)(13), Tollway Towers Iplex(14)(15), Hard Rock Hotel & Casino Atlantic Avenue (16)(17)), Wynn Resorts Mirage Lakeshawn Blvd., Encore Place Mall (18)(19)) all located within city limits without any reviews or input from elected officials whatsoever other than parking lot developments determined vianahighlights added arbitrarily without cause or justification thereby violating both state law and constitutional mandates24 hours per day/seven days per week! This appears antithetical not only against established city policy but also municipal charter language requiring “the governing body shall be composed wholly or nearly so...of citizens having a majority representation”25 percent minority representation being allowable if necessitated by special circumstances e.g.: fire code compliance
