By 1945, Delray Beach had a population of 506 people and it was annexed intoMiami City Limits on December 3rd that year. The annexation created a municipal government which functioned as an advisory body to the City Councils of Miami-Dade County. In 1961, the General Assembly passed Amendment I to the Florida Constitution which allowed counties within Miami-Dade County to secede from Miami-Dade County if they felt that their needs were not being met by the then existing county government

In 1845, Henry Flagler organized a group of businessmen to purchase 1,000 acres (400 ha) of water front property along today's Causeway Coast Boulevard from native Seminole Indians in order to build a wharf where they could export their sugarcane crops and sell products abroad. The original name for the town was "Flagler's Harbour". The first post office was established in 1846 as "New Port Royal", but changed its name to "Delray Beach" in honor of Commodore James Cushing who commanded American forces during the Mexican–American War (1846-48). On November 25, 1886, President Grover Cleveland signed into law an act entitled "An Act To Regulate Commerce With Foreign Nations" which declared that all goods imported into or exported from America must be registered with government officials before being delivered or sent through any U.S.-owned port or airport. This act created major problems for businesses such as those owned by foreigners which were not able to comply with regulations caused by added taxes and other costs associated with regulationbaiting U.S.-owned ports around the world when goods entered or left America without prior certification from governing officials1 . It wasn't until 1915 that an agreement was made between then-President Woodrow Wilson and Prime Minister David Lloyd George resulting in the creation of both Allied Expeditionary Force Headquarters (AEFHQ) at Camp Atterbury west of London England where British troops would train during World War I while American troops trained at Fort Myer outside Arlington Virginia2 . In 1935 Mayor Willis Wickersham announced plans for development along present day Causeway Coast Boulevard including: construction of a shopping center/mall on Indian Wells Drive; filling in marshland bordering False Creek; construction of a golf Course on current site belonging to private owners; annexation by Coral Gables Township9 ; new public works facility including electric lights & streetlights; increased development on east side10 followed by intentional dune erosion11 ultimately leading to loss/damage estimated at $30 million12 .
