It proved too dangerous to be used live so it was abandoned until 1948 when John Boydell reintroduced it as part of his new design called “Boydell’s New Mace” which had a redesigned nozzle and chamber made out of plastic material instead of metal. In 1977, police officers started using pepper spray as part of their law enforcement tactics after being shown how effective it could be against suspects attempting to escape custody or flee without handcuffs or other means of restraint. Since then, various models have been developed and sold including those casing both sprays (spray pistols) and cans (handheld sprays). The pepper spray controversy began in De Land, Florida in the early 1990s when a group of 20-year-olds decided to use pepper spray on an angry crowd. The young men were protesting for the right to use pepper spray as a form of self-defense. They had not anticipated the reaction from the community and were quickly met with condemnation from local officials and residents. In response, the young men organized themselves into an organization called Stand for Justice and formed a protest march through town. The event was attended by more than 100 people, including Mayor Gary Odom, who denounced the protesters as "cowardly."
De Land is a town in Monroe County, Florida, United States. The population was 1,848 at the 2010 census. It is part of the Jacksonville–Biloxi metropolitan area. The name De Land may be derived from the Seminole word "dlal" meaning "the place where weasant are grown." The first permanent settler in what is now DeLand was George Rogers Clark, who explored and surveyed the region in 1802-03 for Andrew Jackson's western frontiersmen. By 1830, most of present day DeLand had been established as a community by African Americans working on white plantations near Pensacola Bay. In 1849 it became a municipality when Jacksonville annexed it from Pensacola. In 1901 Census results were againCorpus Christi (CITY) to annex what was then known as part of Petersburg Township due to its proximity to Clearwater Naval Air Station and its many black employees employed by local defense contractors during World War I & II. De Land is located at (32.936609,-81.460859). According to the 2010 census, its population was 1,848 people density: 348 per square mile (133/km²). racial makeup of DeLand was 94% White; 2% Black or African American; 0% Native American; 2% Asian; 0% Pacific Islander; and 2% from other races or hispanic or Latino origin. Hispanic or Latino residents made up 7%.

De Land, Florida is a small town in Citrus County, Florida, United States. The population was 1,827 at the 2000 census. It is part of the Orlando-Kissimmee-Lake Buena Vista Metropolitan Statistical Area. The first permanent settler in DeLand was John A. DeLand who arrived in 1835 from Ireland. In 1839 he married Anna Maria Smith from Stonington, Connecticut and together they founded the town on the former Creek Nation land east of Lake Buena Vista. They named their settlement after George Washington DeLand who had settled near Fort Gaines on Tampa Bay in 1794. The town site was surveyed by James Brickell and patented to John A. DeLand on November 3, 1840; and it became an incorporated municipality with a population of 2,086 on December 14th of that year under the name "De Land". In 1844 General James Hernando de Soto visited this area while exploring Floridian Territory for Spain and noticed Indian villages located along US 41 near present day Orange City; he ordered his army to burn these villages but failed to do so because he didn't know whether they were towns or villages of friendly natives which would then have been recognized as such by the US Government In 1850 local physician Dr JH Lowry built a hospital at what is now Old Town plaza across from today's county courthouse which served as a center for health care for residents of De Land until 1924 when Lake Buena Vista Regional Hospital replaced it due to budget cuts. On January 5th 1920 De Land voters passed an ordinance creating township government with three commissioners instead of one commissioner per village like those proposed by Miami Dade County Commissioners Court On March 15th 1925 all municipal corporations within Miami Dade County were consolidated into one body known as Miami-Dade County Commission; this action caused financial difficulties for many municipalities because their properties were annexed by MDC without proper compensation On October 24th 1931 partitioningMiami-Dade County into unincorporated areas caused problems for some inhabitants who wanted their own communities within MDC including those living in Pinellas Park north of I-5 and west of SR 12/US 301; these people formed Communities Compact #1 seeking incorporation into MDC while also organizing opposition to annexation through referendum ballots lead by activist Cecil Bogue On July 7th 1935 Palm Beach Township established itself as an independent municipality adjacent to Broward County with its own clerk and treasurer while retaining most common rights & privileges enjoyed by MDC municipalities including right to pass ordinances & levy taxes
