In 1892, an act was passed by the United States Congress allowing for annexation of adjacent Monroe County by Jacksonville – thus creating what would become Daytona Beach County. The original town site was laid out on a peninsula surrounded by mangrove swamp then filled with sand dunes today named Flagler beach following Rear Admiral David Barron Flagler's purchase of 640 acres (2 km²)of land here for $10 per acre ($/ha)in 1912 from JT Whitely & Sons Incorporated (a grocery store operator), developer Edward Condon and his wife Anna Coleman Condon, who later served as mayor pro tem for four years under Mayor Harry Payne Dade and then under Bob Dyer until her death in 1974; she married millionaire WL Barker III soon after their purchase. Barker built himself a million-dollar home at Central Avenue & Monrovia Boulevard (now Foley Road), originally intending to live there undisturbed but decided against it when he learned that another wealthy person wanted part of his development which became known as "The Park". He donated his property back to government ownership where it currently stands across MLK Boulevard from City Hall just west of I-4 exit 63B/I-75 exit 335E 1
