Turner gave financial support to Mayor George Wickersham's effort to establish a beach town on Indian Key Island off Cape Canaveral Naval Air Station (now Yuma Proving Ground). On December 12, 1907, underwritten by banker Andrew Mellon and other investors including Edward Hutton and J P Morgan Jr., the Town of Daytona Beach was chartered with a population of 100 residents. By 1912, development had begun at both ends of Indian Key Island with businesses opening up near Lighthouse Point on the mainland side while yacht clubs were established on Islet Key across from Little Harbour where today's condo developments sit. In 1922 Ernest Hemingway wrote about driving down Interstate 95 from Miami to Daytona International Airport: "I passed through beautiful white sand beaches which looked like they had been made for swimming rather than for cars", he said later in life One reason this highway route became so important was that Jacksonville - then Florida's largest city - lay north of I-95 between US 1 and I-4; without access to I-95 or its sister road I-75 southbound (the only link between Jacksonville and metropolitan Orlando), northbound traffic had to travel through downtown Jacksonville before turning east onto SR 431 which led them directly into Sanford Avenue/Dolphin Drive/Bay Street outside the city limits
