A commission chaired by Judge James Wickersham recommended incorporation as a municipality on December 17th1869; capecoral incorporation papers were filed on January 3rd 1870 with Lighthouse Commission Member Arthur Rankin presiding over proceedings On February 8th 1870 commissioners appointed Bruce Denny (a local builder) to develop plans for municipal services including water supply, schools and fire protection The first mayoralty meeting was held on March 2nd 1870 with Commissioners William Hogg (of Jacksonville), Alfred Berryhill (of Sanford), Edward Easley(of Panama City) present On April 6th 1870 Mayor Bruce Denny proposed to namecapecoral after Commodore Cornelius Vanderbilt who had supported Florida’s admission into America – this proposal met resistance from other commissioners who wanted to honor military veterans or private contributions not related to citizenship or naval service
