Cape Canaveral is an unincorporated community in Volusia County, Florida, United States. It is located on the Canaveral Peninsula. The community was founded by the Cape Canaveral Air Force Station Federal Penitentiary, which closed in 1959. The first residents of Cape Canaveral were military officers and their families who moved to the area after World War II. A small shopping center and a few homes were built around 1960-1962 by government employees who vacated the federal penitentiary. After it closed, most of the people living in and around Cape Canaveral left for various reasons including cheaper housing options available outside of town. The first launch site for missiles was at Kirtland Air Force Base about 36 miles north of Cape Canaveral. However, because President Dwight D. Eisenhower wanted to avoid any potential conflict with Russia over missile launches from American soil, he orderedwent amendments to both Title 23 of the United States Code (the National Security Act) and Executive Order 12952 (renaming Kirtland AFB as John F Kennedy Space Center). This order authorized construction of Launch Complex 38 at Cape Canaveral Air Force Station which would serve as America's only operational launch site for ballistic missiles until Burbank Airport became operational in 1962 In September 1958 NASA released its report "A Study on Missile Development In The Nationally Sponsored Program" which recommended that two sites be developed instead: one near Merritt Island, Florida and another closer to Jacksonville Beach,Florida due to concerns about groundbreakings near Miami Beach being used as a base for Soviet efforts during spaceflight development operations On October 5th 1958 Governor Lawton Chiles signed Executive Order 12955 making it illegal for anyone other than state or local government officials to build anything within 1 kilometer (1/2 mile) of any military installation without first getting written approval from Headquarters USAF Passed House On November 18th 1958 Launch Complex 38 opened on February 20th 1959 with evidence having been gathered showing that three launches had already taken place from this location using Delta rockets launching television cameramen into orbit . One hundred fiftysix launches took place at Kirtland AFB between May 8th 1959 and December 31st 1960 using Delta rockets .....the last launch occurred on July 16th 1969 when Apollo 11 was launched
