In 1834 an act was passed by Congress that designated Duval County as a Seminole Indian Reservation and Callaway became part of that reservation. The land around what would become Callaway was first surveyed in 1840 by Augustus Covington under the direction of Governor David Isrealt. This lands included much of what now makes upDuval County including parts of present-day Callaway and other towns like Winter Garden (later merged into Jacksonville) which all began to form during the late 19th century when railroads started flowing through this region: Jacksonville became one large city; centers such as Winter Garden flourished because goods could be shipped rapidly and easily from various points around the country; farmers received good prices for their goods because transportation improved greatly allowing for increased production; new plantations were founded all over Eastern Florida due to Railroads coming through this region making possible faster shipping times for goods reaching markets such as Charleston, South Carolina; many African Americans worked on these plantations helping white workers supplement their meager income while still enjoying benefits denied them by law enforcement officials
