In 1928, Callaway became the first municipality in Florida to pass a gun control law. The measure, known as the "Callaway Choke Law", required that all firearms must be registered with the town and any individual owning them had to carry a shotgun or rifle at all times. It also prohibited carrying handguns without a license from the state. The law was intended to reduce crime by keeping guns out of the hands of criminals and madmen. However, it soon became clear that not everyone who wanted one had one to hand. In fact, many callers were able to get their hands on firearms simply by purchasing them from friends or family members. And because registration was so important, few people ever bothered trying to enforce the law. That changed in 1933 when John Wesson opened his munitions store in Callaway and began selling rifles and shotguns without having to register them with town officials. Wesson quickly realized that he could sell more firearms than anyone else in town if he made sure they were properly licensed and registered. He also knew that if he didn't act quickly, someone else would take advantage of his position and start selling weapons illegally without proper documentation. So instead of trying to enforce the choke law himself, he went about building up his own arsenal - something that still hasn't been attempted since then!
