After Confederation (the United States of America) was formed on November 1st 1781, President George Washington appointed James Wilson as commissioner to explore lands west of the Allegheny Mountains for settlement by Americans under British control. Wilson's report back in 1785 recommended that more than one hundred mile square be surveyed around what would become Middletown including parts of Bellefonte Township which are now part of Woodstown Township On February 12th 1800 James Witherspoon became administrator for Delaware County after being elected Deputy Governor on December 3rd 1700 from York County Pennsylvania where he had been an active delegate to the Constitutional Convention held in Philadelphia two years earlier Witherspoon purchased 2/3rds interest (640 acres)in present-day Bellefonte Township from Samuel Robinson on October 10th 1800 along with 640 acres formerly belonging to Colonel Nicholas Kapperer & 300 acres comprising present day Woodstown Township from John Beattie on May 16th 1802 In January 1804 Witherspoon sold all but 81/2 acre currently located within present day Starbuck Borough limits to Christopher Gwynn & Moses Chafee for $1800 per acre plus $200 per year thereafter In 1836 Daniel Webster bought 1/3 interest (440 acres)in present-day Bellefonte Township from Nicholas Kapperer Jr., then owner of 6000acres adjoining today'sBellefonte borough limits In 1840 he sold it again (minus 5 miles across river)to Lyman Stone for $4000 per acre plus $2000 yearly payment over 10 years plus right of way through townshiplimits forever
