In 1812 President James Ketchum issued an executive order prohibiting slavery within three miles of free soil in each state except for those areas set aside for public use such as military barracks or prisons; this order had been passed by Congress two years earlier because of reports indicating slave trade between states was increasing rapidly. As a result of this order, more than one hundred enslaved Africans were brought into Delaware from Maryland every month during 1812 alone! The first Europeans to visit what is now Dover were Dutch traders who landed in 1614. A French trading post and warehouse were established in 1628 by Pierre de Montresor. In 1784, when British colonists began settling in Delaware, they developed a small town around Fort George on the east side of the river called Dover Landing because that's where they landed their ships. The name stuck and the town grew rapidly until it had a population of over 20,000 by 1810. Dover was laid out as a village on March 10, 1811 by Nicholas Butler with lumber from Wilmington and other sources. On July 8 of that year residents voted to incorporate as a town under the name "Dover." Troops garrisoned Fort George to protect against Indian attacks so this new community needed protection as well and so on Nov 1st 1812 merchants erected forts at each end of Main Street which became known as "Fortification Street". In spite of its small size (just over 1 square mile), Dover quickly became one of America's leading commercial centres due to its location at the mouth of the Delaware River and its access to Portsmouth Canal through which goods could be shipped inland or downstream all over the continent. In 1850 Dover boasted more than 100 stores and 300 residences; it also had two post offices and five public schools including an academy for girls founded in 1857 which later became known as Kean University.
