Dover, Delaware is a town in Kent County, Delaware, United States. The population was 5,521 at the 2010 census. Dover is the largest city in Kent County and the seat of Kent County government. It is part of the Wilmington–DE-MIA Metropolitan Statistical Area. Dover is one of two townships in Delaware and one of two cities in Delaware (the other being Newark). The first Europeans to visit what is now Dover were French explorers who discovered an estuary and portage leading from New York Harbor to Delaware Bay on July 12, 1706. They named it Point George after George Washington'sSir Henry Clinton's flagship which had passed through that area on its way from Virginia to get reinforcements for America during the American Revolutionary War. The town was platted by Nicholas Easton in 1824 as part of a larger development around Portsmouth Naval Shipyard on Elizabeth River. In 1825, Dover became part of Sussex COUNTY when Sussex COUNTY was created from parts of Hunterdon and Monmouth counties. In 1828, Dover incorporated as a city with a population of 3,500 under toll laws enacted by Governor John Pennoyer because there was no jail or jailer available to resident citizens to process criminal cases. A meeting was called on October 5th, 1830 to discuss plans for city facilities including streets and watermain construction which would have included aqueducts carrying water from Great Lakes into town limits Dover’s growth continued with the opening in 1838 of The Horseshoe Tavern by General James Kieft; this tavern drew many military personnel north for their downtime between battles or campaigns across North America during those times A fire destroyed much of downtown business on March 15th, 1860 due to faulty wiring within upper floors caused by manufacturing processes run amok In 1865-1868 Douglas MacArthur served as Mayor while attending West Point Military Academy before becoming Commodore Commanding First Fleet during World War II On September 13th 1902 Mayor Wm Grafton convened an election for school board members which resulted in five trustees being elected unopposed despite public objections about partisan control over education
