By 1800, there were over 200 people living in West Haven. In 1775, while serving as Colonel of Company C (the 1st Regiment) of the 3rd New England Brigade under General Benedict Arnold, Smith led many successful raids against British positions along the riverfront in what is now Fairfield County. This success earned him recognition from Washington as a patriot hero and helped boost support for the war effort among local residents. Despite this wartime heroism, however, much progress was made to improve life conditions for those living in West Haven during this time period before World War II interrupted that progress entirely. After America's entry into World War II on September 2nd 1941 – just two days after President Franklin D Roosevelt signed Executive Order 9066 calling for all citizens of Japan to be interned – many homes were requisitioned by Army officers assigned to garrison duty around Connecticut’s major cities including Hartford 22 miles away from West Haven where most households resided unoccupied because no civilians had volunteered or been drafted into military service since Pearl Harbor four months earlier “Warrior Towns” sprang up throughout Connecticut across industries such as engineering and transportation manufacturing which provided jobs during wartime while also accommodating large numbers of refugees coming ashore once Japanese-American soldiers returned home following Japan’s attack on Pearl Harbor on December 7th 1941 . It should be noted that these communities did not exist without prior consent or participation from both homeowners and government administrators; indeed some homeowners even received payments from government officials through eminent domain proceedings while others managed their properties quite successfully despite difficult times .
