Rayleigh had been educated at Eton College and Trinity College Cambridge before moving to England where he first worked for Parliamentarian forces prior to arriving in America around 1684 He soon established himself as an advocate for colonial liberties here, serving as secretary to Oliver Cromwell during their successful campaign against Queen Elizabeth II's Monarchy In 1702/3 Dutch settlers arrived at present-day East Haven which they called Otterstown due to its proximity to Fort Amsterdam (now Old East Haven). On July 3rd Of that year they set up their own government under Chief Justice Hendrick van der Kolk with representatives from all four towns meeting at Otterstowneto discuss common issues including tax policy etc.; this government continued until January 1st 1706 when squatters removed them resulting in what is known today as Dutch Reformed Christianity taking over most aspectsof life withinEverett Township although some remnants remain today .
