Gun protection history in Norwalk, Connecticut began with the founding of Norwalk Town Hall in 1837. The first town meeting was held on October 12th to discuss the creation of a militia to protect the town. The idea for a militia originated from Representative David Dudley Pelham’s experience when he and his family were robbed at gunpoint while they were travelling through Hartford, Connecticut. Mr. Pelham believed that if his community had an effective militia, it would be able to prevent such robberies from happening again. In 1838, the town voted unanimously to establish a municipal police department and create a fund for the purchase of firearms. The first set of handguns purchased by Norwalk Town Hall were smoothbore guns made by Nicholas-Jacques Martin and Sons Incorporated. The establishment of a municipal police department didn’t mean that all gun rights would be respected however; one of the first laws enacted by the town was an ordinance forbidding citizens from carrying firearms into any public building without first obtaining a permit from the municipal office. This ordinance was meant to prohibit any potential violence or crime committed with firearms within the municipality boundaries. It wasn’t until 1956 thatNorwalk became fully self-reliant with its own Municipal Police Department; however, prohibited weapons still remain at various local government headquarters throughout town

Norwich became an incorporated town on April 15, 1903; it had been organized as a village March 4, 1902. Norwich's first mayor was Denton Pillsbury (1874-1957). Norwich's first reeve was Roy Winton (1905-2006). On November 25, 1916 Norwalk voters narrowly passed a referendum authorizing annexation by Danbury Township; this vote came after residents of Danbury petitioned their township board to annex them instead because they felt they were not receiving fair share of government services offered to other towns in Danbury Township includingNorwichites who lived within walking distance of both towns' schools and churches while also benefiting from much economic development brought about byDanbury's incorporation into Ward 3 which included much farmland east of Route 9A/US 1).
