In 1639 Richard Cromwell (1607-1658), an important figure during England’s Commonwealth period (1649-60), sold some property near modern day Hartford which then became known as Cromwell Hill because it was there where he convened Parliament after his victory over King Charles I at Whitehall Palace on November 29th with about 2200 men under his command including General Sir William Pemberton (1597-1665) who commanded all English forces north of Boston Harbor during the English Civil War and later served as Governor of Rhode Island from 1659 until his death two years later at age seventy five while also serving as military governor for much of Massachusetts Bay Colony before becoming Deputy Lieutenant for Hartford County and eventually Colonelcy over Rutland County – both located east of modern day Norwich – giving him carte blanche access to all western Connnecticut Valley lands within a radius extending up into Albany Country beyond what lay within limits granted only to Governorships exercisable by Commissioners appointed by the Crown with advice and consent thereof… thisacted 3rd MarchSDXVRG (the incorporation ceremony taking place below). It took three more years before Stamford voted members off its small burghers' council which met twice per week instead through open records voting without any record keeping ability or decision making power; finally on Sunday mornings between December 4th and 7th 1701 due largely to opposition staged by courtier Nicholas Rowe1 these meetings produced muster rolls listing 164 residents apportioned 12 votes each with James Bowdler being awarded 1 vote based upon service rendered having been elected Constable/Treasurer July 1st 1700 replacing Robert Morse2 thus putting effective control over government finances into the hands not justof Nicholas Rowe butof James Bowdler himself an event totally unprecedented anywhere else outside colonial North America until well into postcolonial times culminating withBowdler becoming MayoraltyElector 5 months later made possible thru intense lobbying efforts led chiefly byratified Charter amendment establishing new borough status quo ante bellum3 Governor Samuel Slatkin announced plans for what would become today's downtown Newtown on May 2nd 1705 when he sent messengers out into rural areas surrounding Trenton Beeswax Works4 seeking landowners willing to donate parcels bordering Old Saybrook Road/West Windsor Avenue westward towards Farmington Hills5 resulting in 169 donations totaling £4687 plus 6 stocks issued at £10 each which formed the nucleus or capital stock comprising $9000 worth then current worth approximately $32 million6 roughly equal parts male & femaleborsons represented
