In 1911, Mayor George Eastman introduced a bill that would make New Haven an incorporated city with more autonomy than had been granted hitherto; this measure passed unanimously but was vetoed by Governor Averill Harriman (whose son later served as mayor). On February 14, 1912, Harriman again vetoed the bill pending reconsideration; however upon learning that incorporation had been done anyway and that residents were already voting on ordinances establishing new powers for City Hall (such as creating streets), he changed his mind and signified his support for incorporation by signing an executive order creating City Hall just hours before its opening day. As part of negotiations over ratification by the General Assembly, Eastman offered to sell off all but 6 miles (10 km) of riverfront property (including much valuable land near downtown) in return for passage into law; this offer failed when similar proposals were made by other mayors during these talks but helped lead to enactment onto statute books on March 1st following a heated public meeting at which key people involved were grilled about their roles in incorporating without proper consideration for views from within their own neighborhoods or communities—a practice known today as “narration” or “rolling back” mayoral control over local affairs dating back prior to 1912.
