In 1907, John Wesley Sellers settled in what is now Windsor after moving from Trinidad, Colorado Springs, CO where he had worked as an engineer for Standard Oil Company. Sellers built his home near the mill on Adobe Creek along with barns, sheds and other buildings used for storage or use as housing during dry years when there wasn't enough water available for farming or irrigation purposes. He also developed land around his house which would eventually become parts of downtown Windsor today including Water Street between State Street and Michigan Avenue Seller soon joined others involved in early development of this town such as Hargrave & Co., plumbers/repairmen; Ruggles Bros., livery stable owners; Davenport Bros., ice cream parlor owners; etcetera vernacular architecture characterized by large vernacular homes flanked by more modest dwellings erected on wide lots typical of pioneer life generally prevailed throughout much Western United States east of Denver until well into World War II although some examples have been replaced by post-war suburban style developments Today street namesakes associated with various aspects of early community life are evident throughout downtown Windsor including Adobe Creek (John Wesley Sellers Drive), Waterfront (Stuart Shriver Boulevard), Electric Avenue (Thornton Road), Highways 24 & 7 West (Stanford Boulevard) while many storefronts remain unchanged since then including most notably Half Moon Bakery (& Coffee House), Cabbage Patch Grocery Store (& Woolworth’s) which still operates at 10 Main Street

In 1912, when North Dakota became a state, Windsor was one of several towns in western Colorado that seceded from Cripple Creek County to form North Dakota County. At that time, it had a population of about 20 people. The move helped make Windsor an important cultural center for north-central Colorado. It also gave rise to nickname "The City of Rocks." During World War II, Windsor played an important role in theBattle of Iwo Jima where over 1,500 American soldiers were killed or wounded. During the war years there were also many industrial plants built in and around town such as Ford Motors Company (now known as Ford Motor Company), Continental Oil Co., Armour Electric Truck & Machine Works (now known as Allis-Chalmers) and General Electric Corporation's Radio Company Headquarters Building which remain standing today at 5th Avenue and Broadway NW
On November 10, 1907, the first post office was established in Windsor. The town was named for Major General Sir George Washington's home, Mount Vernon. The first store opened in 1911 and the first telephone exchange was installed in 1912. In 1925, the opening of Interstate 80 caused a great influx of people to live in Windsor and its adjacent towns.
