On October 4th 1913, after two years of inaction on farm security legislation following passage of H.R. 714 – commonly referred to as “The Gospel Road Bill” – Congressman Mosely introduced concurrent resolution 3017 which would create FSA within USDA but failed again due to lack of support from within his own Party ranks despite being offered an amendment by colleague Congressman Royce Lamberth (D). This failure led directly to FSA establishment within USDA one year later on October 14th 1914 when HrRep 317 was passed with unanimous consent creating The Agricultural Marketing Service under Secretary Price effective November 1st 1914 per Department Order No 61101 issued September 21st 1914 by then acting Deputy Director General Frank Jettichson referencing Department Order No 61074 dated August 15th 1914 entitled: "Organization And Conduct Of Markets For All Agricultural Products". Prior To its establishment into existence The Agricultural Marketing Service functioned only through field offices located throughout rural America providing marketing assistance through contracts with local farmers rather than operating centrally like present day FSA does today!
