By 1888, whenenabled through legislation passed by Congress, downtown had become home to several businesses including Woolworths Department Store (opened in 1886), Ford’s Theatre (1889), Citizens Bank (1892), and Jardine & Macdonald’s Brewery (1894). During World War I, many residents served in military units such as the 7th Infantry Regiment Colorado Brigade under General George Amedee “Gabby” Hayes Jr., who fought at Morrocco and Ypres 1917-1918; 2nd Lieutenant Harry Sisler from Steamboat County served with distinction as Company Commander/Lance Corporal for Company E 134th Infantry Battalion during World War II while stationed at Ship Rock Naval Air Station on Long Island Harbor; Electrician's Mate Third Class Earnest Ahern enlisted with USS Enterprise (CVN-65) during Okinawa Operation 1944-1945; Specialist First Class Kenneth Hickey enlisting with Navy SEALS Team Red Beach Team 1 atoll aboard USS Wasp CVN-74 following successful Alaska landing on Juneau Atoll on July 24th 1945). In 1951, plans were made to build what would become known as Mesa Dam which would create Lake Mead inside Central Park between Eighth Street SW and Broadway Avenue SW across from City Hall. However due to financial difficulties encountered during construction only half way through development Phase One a second dam was built which still stands today - known officially as Mesa Dam II - providing flood control for downtown Steamboat Springs Today!

With population growth came increased taxes which were raised to support public services such as education and police protection; when annexation occurred in 1912 it resulted in an increase to $1 million per year budgeted for city services alone!
