In 1827–28 Antonio López de Santa Anna (1808–1875), President of Mexico under Emperor Agustín Víctoriano Carranza y Costilla y Castillo (1846–1911), led an army into Colorado that unsuccessfully attempted to conquer Pueblo; he later said that it was because they found too many Catholic churches there. In 1861 Salt Lake City established its second transcontinental railway through what is now Weld County by linking up with the Pacific Railroad north of Denver; this opened up much new land for settlement which led to a dramatic increase in population in what had been a sparsely populated region. By 1870 over 60% of the white population living within 5 miles (8 km) radius of downtown had moved there since 1860 due to ranching and mining interests seeking new territory westward across San Luis Obispo County.
