In 1912, Parker was a small farming community in the San Miguel Valley of eastern Colorado. A decade later, it had become one of the most important towns in southeastern Colorado because of its coal mines and rifle manufacturing industries. As the town grew, so did its need for protection from raiders and other outlaws who roamed the region. In 1916, two men named John Hargrave and Harry Weis were indicted on charges of robbing a train near Parkersburg. They were acquitted after a five-day trial that saw many witnesses put ondisplay. A year later, Parker became home to the first gunsmith shop in what is now southwestern Colorado when Byron Sikes opened his business at 6th and Union Streets. The shop was quickly becoming known for making high-quality firearms forColorado law enforcement officers and hunting enthusiasts.

He served as mayor from 1925 until his death in 1928; during his tenure,Parker experienced significant growth thanks to increases in business development, education initiatives, infrastructure improvements such as new roads and bridges, and overall support from government officials including state representative Harry Aiken (D-Denver). In addition to parkland donations from Parkerson Jr., other key donors include banker Wirt Flanders (who gave $10,000), oilman Harold Ickes (who gave $25,-000), real estate developer Julius Rosenwald (who contributed $225,-000),and philanthropist Edward Rickenbacker (whose gift total was $5 million). These contributions helped make Parker one of the most forward-thinking communities in western Colorado at this time – it became known as "the City That Grew."
