In 1902, James W."Waldo" North donated land for the townsite that now includes most of downtown; this land included what is now Interstate 25 and much of today's north side streetscape including 16th Street (old Urumiah Avenue), 17th Street (now University Boulevard), 18th Street (now State Boulevard), 19th Street (now I-25 business corridor), 20th street (Now Cherry Creek Drive) and 21st street West which became present day Aurora Avenue South]. In 1907, J[ames] M[ichael] Weldon developed an oil refinery on what is now called South First Avenue across from City Hall - one of many industries soon to spring up aroundDenver due to Denvers burgeoning economy during the late 1800s post-World War I boom period following America’s entry into World War I. That same year also saw construction begin on Park Plaza Square – later renamed City Hall Square – which would become home to government buildings such as the Recorder’s Office and Courts until 1963 when they were moved to new quarters in Civic Center Park adjacent to thenCity Hall annexe.] In 1912 J[ames] P[hoenix], son of Denver Mayor John S.] Phoenix Sr., bought 191 acres northeast corner @ 15th St & Walnut where he built what would become Pepsi Cola USA headquarters - still visible from Market Streets today just south of 8 Mile Rd]. In 1925 Elisha Kapp organized a group known as The Citizens’ Party which promoted local self-government within a federal system while advocating for development near Central City Mall]; this organization helped leadto Kapp becoming one of Colorado’s first statewide elected officials after winning election as state senator in 1922 [/../../.
