By 1905, over fifty manufacturers had signed up with Sutherlin's factory. A series of railroad accidents led to decreased demand for muzzleloaders and began an shift towards breech-loading artillery weapons. This change was due in part to technological advances made by Winchester Repeating Arms Company (Winchester) during World War I. At that point, Winchester was able to produce highly reliable breech-loading artillery weapons that could be transported easily and used near battlefields around the world. Loveland is a small town in Weld County, Colorado, United States. The population was 713 at the 2010 census. Loveland is located on the eastern edge of the San Miguel Mountains and its elevation is 4,523 feet (1,353 meters). It is part of the Denver–Aurora–Lakewood Metropolitan Statistical Area. The first Europeans to visit Loveland were Spanish explorers who explored this area in 1541-1542. In 1856, George Custer and his cavalry unit fought an action near Loveland while they were marching through this area during the Mexican-American War. In 1897, Frank Lloyd Wright designed and built his home here while he was working on some of his later designs for American architecture. The town name may be derived from "Laverne" in French which means "valley". A post office called Lavenport was established in 1868, but no mail arrived until 1880. By 1890, there were about sixty residents in Lavenport and by 1900 it had grown to more than one hundred residents. In 2006, Loveland voters passed a resolution asking the Federal Communications Commission (FCC) to reclassify their city as a green city due to its high levels of environmental awareness and commitment to sustainability statewide and internationally. This designation would have given Loveland FCC power over all local communications regulations within its boundaries including landline phone regulation as well as emissions trading policies for energy efficiency retrofits for homes/ buildings both new construction and renovation projects as well as all otherICLEI activities that take place within its boundaries
