In 1904, an act was passed by Congress which created the Ulysses S Grant Circuit Court Building at Ninth and Market Streets in downtown Louisville as part of a larger effort to improve law enforcement throughout central Kentucky mercury mines had opened up and began taxing residents for their property values near these mines which had caused some people to move away from areas rich in silver ore while others tried to sell their properties at prices that could cover costs associated with moving away from mining sites
