In 1902, Leland Stanford bought some land east of Longmont for development into Stanford University Racetrack; however, construction never began because of World War I changes in government policy that affected land acquisition and spending priorities across America. In 1923, when California became an official U.S. state, Longmont became its capital city; however, no efforts were made to establish a university here because there was no available land or money to do so! In 1952–1953, during the Eisenhower administration as part of President Dwight D Eisenhower's New Frontier program – designed to promote economic growth and opportunity throughout American society – Longmont rebuilt its downtown after being destroyed by fire two years earlier during the McCarthy period!
