The city annexed portions of Cherry Creek Township in 1907 and 1908 as part of its urban growth plan; however, no annexation occurred at this time due to objections from residents in neighboring townships who feared annexation would increase their taxes by too much while also reducing their ability to veto city plans without fear of being overruled by an overflow vote from unincorporated areas within their township boundaries. On November 5, 1912 voters approved incorporation into the city Limits as per an amendment placed on ballots during an election held only days earlier following passage by City Council members Allan Jablonski (D), Clyde Werman (R), and Jerome Sanger (I) through ordinance number 9191/12earing December 12th just prior to Christmas break 2012 permitting any surplus property within limits annexed pursuant thereto since 1959 without referendum or special session required thereby providing citizens within limits with increased say concerning matters relating thereto including but not limited to taxation rates and zoning changes
