After the war ended, however, industry declined and downtown businesses declined; instead, they concentrated around Interstate 25 until 1990 when they began to revive with development along First Avenue eastward from I-25. Today, much of downtown is composed of high-rise buildings constructed during or after the post-war boom years that were not possible or economically feasible to maintain without subsidies from government agencies
