This led to increased needs for water resources which led Toombs County commissioners in 1978 to create Whatcott Creek Watershed District adjacent to present day Fruita Village As communities grew larger within Toombs County ; plans were made for annexing neighboring townships until only two remained unincorporated - Orchard Park & West Jordan When those townships merged into Toombs County ; all but 2nd Congressional District seat became part of current Unincorporated Community Unionism District #1 including present day Fruita Today much like many other small American Communities; housing opportunities are limited while quality public services are available within close proximity
