This led to a heated argument between Nevin and business owners who felt that their properties would be lost if their neighborhood lost its grocery store or library; however Nevin argued that since these institutions were county services they should not be taken away from the community either geographically or financially (they are still available as public entities). Despite this heated debate which included vandalism against local businesses by rival protesters later known as The Dayglo Zones (a term coined by City Councilmember Barbara Byrd-Bennett), votersapproved Measure 2A creating FtCollins' first zoning district which limited development to single family homes only within certain limits within preserve boundaries – thus preserving much of downtown while opening up much more commercial space to development throughout town center The early 20th century saw great growth in both FtCollins’s economy and population with many companies such as Monsanto coming to town seeking cheap land close to railroad tracks for their new plants; however due to economic conditions during World War II this growth slowed down considerably until finally reversing course after 1945 when mills closed and jobs moved back into Denver resulting in another loss of Downtown business area around Memorial Stadium (later renamed Dove Stadium) while also causing significant damage done to old buildings throughouttown center including First Congregational Church which sat on site since 1792 when Boulder County founded it as a mission among Native American Chiefs under British auspices!
