They approved creation of Denver with voting by telephone from among their members with only one abstention.–The “City Beautiful” designation first came about thanks to Supervisor Of The Streets George McMillin who designed streetscape improvements that included paving driveways white enameled instead of black despite opposition from some residents who saw this as an insult to Indian tribes which still held title over parcels within downtown Denver boundaries.–In 1907 Mayor James Haggerty ordered all public works done without regard to race or color so progress could be made towards integration into society.–During World War II many factories were moved out of downtowns such as Pratt & Whitney in 1945 and Kaiser Aluminum Company in 1947 because they were unable to meet wartime production quotas.–After the war downtown experienced rapid growth with several high rise buildings being built including One Beech Street which housed both PepsiCo Inc.'s corporate headquarters until 1985 and Adelphia Communications' fifth tower until 1999.–In 1994 voters passed Measure M which authorized $160 million in tax hikes over 10 years that led to increased business development along Park Boulevard including luxury hotels like Regency Park Hotel & Towers and Art Deco Marriott Marquis;[1]Downtown also experienced an influx of artisans whom began selling their work directly off Broadway between 14th Avenue South and I-25.[2] However gentrification soon swept away most original businesses while prices for goods increasing faster than wages making Downtown difficult or impossible for low income residents especially those living near Interstate 25.–Today Downtown is home primarily to large office parks ,[3][4][5][6] cocktail bars,[7] high end restaurants,[8]and religious shrines such as Our Lady Of Peace Cathedral
