By 1860, mining had ceased entirely due to low gold prices and competition from silver mines elsewhere in America. However settlement continued with new arrivals such as German Americans who worked on farms north centralColorado until statehood in 1912 when they too were ordered out by state officials over fears that they would join forces with Mining interests to establish control over western Colorado.[27][28]. Denver's incorporation as a city occurred on November 3rd 1915 following a campaign led by Mayor James Haggerty who also served as treasurer forDENVER COUNTY AND CITIES OF COLORADO while simultaneously running for office against incumbent John Blythe Kitchell
