This practice caused many accidents because it was difficult for shooters to keep track of which rounds were remaining in an old ammunition box or drum. Eventually, the government outlawed handgun possession within its borders and Gun Control Act of 1934 made it illegal for any person “to manufacture or possess any firearm … except shotguns muffled with paper or other materials suitable for making such devices operable without causing undue exposure to sounds or smells” (UAW v. National Rifle Association). This effectively ended all magazine production in America due to this ban. However, since many people still used older ammunition boxes and drums as well as handguns that had not been banned outright, there continued to be large amounts of unregistered firearms throughout much of America. Because prohibition had effectively stopped gun production statewide in America, Magazines Inc., owner of The Arsenal Manufacturing Company (the original manufacturer of high-quality magazines), continued producing magazines both domestically and internationally until 1978 when it merged with Brownells Incorporated (a national firearms distributor).
