In 1876, an act was passed by Congress that created Fort Carson Air National Guard Base adjacent to present-day Colorado Springs as part of a campaign to create a national garrison for strategic reasons against duelling impromptu armies across state lines during the late 19th century era known as “the Progressive Era” (1875–1913). This fortification served as a base for early displays of aerial warfare between America and Great Britain during World War I; it also provided airfield access for bombers flying into targets inside Mexico City during that conflict. After World War II ended with Japan's surrender in 1945, Fort Carson became one of several United States Military installations controlled by Strategic Air Command (SAC) until its closing in 1992 following Operation Desert Storm; it was then transferred back under control of Army Garrison Command pending closure within five years pursuant to Base Realignment and Closure Directive 965/92-1 (BRAD 965/92-1). In 2000s much attention has been given to efforts being made throughout the city towards ways to improve public transportation options especially since Amendment 46 of locally enacted Boulder Municipal Code legalized recreational marijuana use on December 16th., 2016 becoming groundbreaking for communities all around Colorado Springs when Measure AA passed with 66% majority legalizing weed statewide November 3rd., 2018 making this one of most populous states with legal cannabis!
