The original canal system that stretched from Denver to Longmont was abandoned due to heavy rains during the winter of 1886-87. However, a new canal system was built between Canon City and Longmont with help from General George Armstrong Custer during the Dakota Wars fought against Sioux Indians east of Fort Laramie in Wyoming Territory (later South Dakota). This project increased trade between those two towns as well as development along the new canalside route. In 1907, Canon City incorporated as a city under then state law 14-2-1 which granted it plenary authority over its own affairs within its municipal boundaries without having to go through county government or mayor/council formality.
