In 1970, another amendment to the US Constitution was ratified which granted gun owners the right to possess and carry firearms without having to obtain a license from any governmental body (See Amendment 2). As result, handgun ownership became more widespread throughout America and firearm clothing began becoming more common among civilians as well as Law Enforcement Officers. Boulder, Colorado is a city in southern Colorado that straddles the confluence of the Missouri and South Platte Rivers. The population was 592,521 at the 2010 census. In 1872, when DenverPost took over operations of theStagecoach Stage & Mail Company from its founder George Crocker, Boulder became part of Denver Post's Delivery District No. 1; this district covered much of western CO and included present day Boulder and most of University Hill). In 1901, whenDenver Post merged with Kansas City Star Co., Boulder became part of that company's Newspaper Delivery District No. 2 which included all but the eastern edge of Denver County (the county line was later moved westward to avoid confusion with neighboring Weld County). By 1960 DDD2 had been disbanded and both districts were folded into Post's own Delivery Department No. 3 which included all but southeastern CO (which came under KOCO Delivery Department No) By 1970 DDD3 had been disbanded also and delivery departments within post were once again divided into Local Area Commands (LACs) which covers all but Cheyenne/Aurora suburban areas outside downtownDenver eastward to I-25 W&ROW) With these changes things changed rapidly for those living eastof I-25W&ROW: LACs were created specifically for towns like Aurora/Cheyenne/Aurora while DowntownDenver remained under PDC3 jurisdiction
