Arvada, Colorado is a small town located in the Rocky Mountains of western Colorado. The population was 2,814 at the 2010 census. It is part of the Fort Collins-Aurora area. The first Europeans to visit Arvada were two surveyors named John Atwood and George Morrison in 1811. They crossed the Arkansas River on horseback and surveyed the area for a possible site for a fur trading post. The first homes were built in what is now downtown Arvada around 1830. In 1868, General George Armstrong Custer camped near present day Park Avenue and First Street while his army was retreating from Indian raids west of Englewood Reservoir. In 1912, Arvada incorporation was granted by the state of Colorado under authority of then Governor Michael Malone with Business Administrator Elmer Auld as its first president On January 1st 1914, Arvada had its own city charter which provided for a mayor and seven council members with responsibility for providing police protection, maintaining public buildings including schools and parks; setting rates for streetlights, garbage collection, water service and sewerage; establishing qualifications for election to office; creating zoning districts; making rules about who may build or tear down structures in their district; governing traffic regulations (carried out by local policemen). There was no income tax until 1933 when it became an ad valorem property tax rate increase following passage of a state constitutional amendment allowing such taxes . Mayor Waddell resigned effective November 15th 1944 after being accused by City Councilman Harry Kapp (D) of embezzling funds from city coffers during his four years as mayor despite not having any knowledge or involvement in any wrongdoing . Kapp later won an election to succeed Waddell as Mayor but he never took office because he was indicted on bribery charges related to those donations while still awaiting trial which ultimately resulted in his conviction and sentence to three years imprisonment followed by five year probation plus $5,000 fine.
