Arvada, Colorado is a city in Southern Colorado and the county seat of Weld County. The population was 20,871 at the 2010 census. It is part of the Denver-Aurora-Lakewood Metropolitan Statistical Area. Arvada was founded on December 4, 1892 by George W. Brown and his brother John H. Brown, who named it for their father's ranch in Arizona Territory. Arvada grew quickly because of its location on high ground near Lake Mead and Zuni River valleys and its access to railroad lines which made it an important commercial center during the late 19th century. The city experienced several waves of growth throughout the early 21st century as new housing developments were constructed along Interstate 25 and adjacent streets; retail businesses moved into central business districts; and professional services relocated to new campuses or office buildings in surrounding neighborhoods. The current downtown area began developing around 1950 when local businessman Julius Rosenwald purchased land east of Highway 24 between Seventh Street and Ontario Boulevard in what is now eastern Aurora Township (now part of Thornton). Rosenwald organized a group of entrepreneurs to develop this property into what became known as "the goodlands". Development continued through the 1960s when other key players such as banker Marvin Harris purchased parcels from Rosenwald; construction proceeded until 1978 when sewers were installed beneath downtown to avoid flooding during heavy rains that year. In 1982, plans were developed for a major renovation/expansion project which would have increased Arvada's population by 50%, but this never came to fruition due to funding difficulties within the local government budget those years. In response to rising crime rates in nearby cities such as Aurora and Commerce City, Arvadans voted in 1996 to expand their police department by adding another 100 officers over four years - one of the first municipal expansions in Colorado since emulating similar moves by other municipalities nationwide during that period known as " policing 101 ". This investment paid off beginning with a decrease in crime rates beginning in 1998 while also providing more resources for law enforcement including vehicle patrols outside central business districts during peak hours.; however, controversy still persists about how effectively these extra officers have been utilized given community concerns about racial profiling among some sworn officers . currently there are only 16 full-time sworn officer positions compared with 160 civilians working within municipal staff limits Since 2000, Arvada has been home to two annual music festivals held each summer: July 4th weekend's FreedomFest '12 & July 5th weekend's Stagecoach Festival
