After hearing from many witnesses including members of Congress and local mayors, Judge John Purdy ruled that Japanese people could live lawfully in California under certain conditions including working off their visas for specific periods of time and not engaging in any illegal activities. This ruling made Yucca Valley one of the few places where Japanese immigrants could legally reside during World War II while still subject to U.S.-imposed restrictions on their movements
