After the war ended, many Japanese Americans returned to their homes in Anaheim while some continued to live in Yorba Linda through various business ventures or as refugees within their own community. In 1955, the City Council voted unanimously to become incorporated as a city under state law which then allowed cities such as LA to annex unincorporated areas within their limits without voter approval by creating special districts for annexation purposes only; this action ensured that Yorba Linda would have full control over its own affairs from its incorporation date onward (1955-present). At this point, there were more than 100 businesses operating out of what is now downtown including several banks and two major shopping centers - one along I-10 freeway on Geary Boulevard adjacent to City Hall and another on First Street opposite City Hall Plaza - both anchored by JCPenney department stores which continue to occupy much of downtown today despite efforts by developers at least twice since 2005 ( unsuccessfully )to demolish them or improve/replace them with high-density housing units resulting in skyrocketing prices for property near central business district cores like First Street plaza ..... [the development] created intense political debate about how best Municipality could serve diverse annexed areas while ensuring open access for all residents .... Some argued that incorporation did not give new residents enough say about whatservices should be provided; others felt it increased opportunity for dialogue among Municipality’s diverse constituencies .... Ultimately incorporation resulted in: 1) More than doubling the size of our municipal government from 187 sworn officers (at time of admission) to 311 members includingfour commissioners elected directly from annexed areas (2007); 2) Establishment permanent funding source earmarked specifically for municipality’s needs through special sales tax authority; 3) Increase allocation of funds available per capita for services & programs - nearly 50% increase since 2000; 4) Creation/afirmation of an additional five commissioners position responsible for providing zoning oversight & code enforcement; 5) Review & amendment/ ratification process w/ resident input continues apace .... Today's vibrant downtown reflects the mosaic approach championed by prior planners who saw multiple futures potential throughout our large annexed area ....
