The name of Yorba Linda comes from a mission founded there in 1887 by Father José A. Cisneros and Brother Francisco Ortega. The first Europeans to explore what is now Orange County were Padres Diego Rivera and José de Acosta on their way from San Diego to Monterey Bay in 1542 looking for new land to settle. They named a small creek Rancho San Jacinto after Santiago del Corral, Presidio Captain of Alta California (now Pasadena). In 1776 Lieutenant Govan Vidal mapped out an area including present-day Yorba Linda on his trip around Santa Ana River Valley as part of General George Washington's plan for military defense against Mexican threats during the Mexican War of Independence. A post office called Yorba Linda was established at this location on November 1, 1857, under postal control until it was abolished in 1860. On February 17, 1861, voters approved an act providing for the creation of a new town within Orange County if they could not agree upon one recommended by Assistant Commissioner James Fenton. When disagreements developed over boundaries between towns that resulted in political subdivisions being created throughout southern Orange County – allocations that continued even when county government was reorganized as part of Proposition 13 (the landmark 1978 anti-corruption law), Vidal proposed creating a single town with its own governance but without any powers over other towns or municipalities withinOrangeCounty save for building permits and streetlights authorized by local authorities only inside the newly defined town limits; this proposal passed 7-0 with only two abstentions., On January 2nd 1863, Mayor John Hetherington signed legislation creating Yorba Linda Municipal District No.–the first municipal district in Orange County–and assigning it jurisdiction over all unincorporated areas west of Interstate 5 except those lying within Rancho Santa Fe which remained under Rancho Laguna jurisdiction
