In 1907, an agreement was made between Californian Senator John Fenton and representatives from Mexico City to purchase 2 million acres (8 km²) of land in present-day Kern County specifically for growing cotton crops so as not to compete with Mexican growers. This deal became known as the Newlands Agreement because it extended Rancho Santa Anita's boundaries eastward by 100 miles (160 km). This new territory included most of eastern San Bernardino County as well as portions of Kern and Inyo Counties today. Today, much of this acreage remains rural or undeveloped while some has been developed into townships or villages within Woodland County proper
Woodland was first settled in 1847 by Gustavus Sutter. The town of Woodland was founded on an uninhabited piece of land about a mile east of the present-day town of Redding. The first post office opened in 1849. In 1862, the towns merged to form Redding. In 1916, Redding became an incorporated city and Woodland continued to be a census-designated place.
