Windsor, California is a small town located in the San Joaquin Valley of California. The population was 1,515 at the 2010 census. Windsor is one of the most agricultural communities in the state and it is known for its wine production. It also has a large poultry industry and a few farmers markets. The first people to live in Windsor were Native Americans who hunted and collected firewood on the lower Don River valley. In 1846, John Charles Fremont founded Fort Humboldt in what is now Sacramento County and began trading with Native Americans. In 1848, Lieutenant Colonel George C Howard built Fort Tracy on an artificial hill east of present-day Windsor to protect travelers travelling through the area from hostile Indian tribes. In 1861, Samuel Morse established a post office at Fort Huberstadt on the west side of Eel River (now part of wateredown town), which became part of Windsor when that community was incorporated as a municipality in 1872. The first store in Windsor opened its doors on Main Street in 1875. That year, Pemberton & Son sawed logs for lumber from Red Bluff Creek to build their mill which still stands today on North Main Street just outside modern-day Windsor limits. In 1886, Peter Kapp bought land east of present-day Windsor along Butte Creek for $2 per acre and started growing rice thereon until 1906 when he sold his holdings to Harry Hays Whitney Sr., founder of Hollywood Film Company fame who continued growing rice there until 1928 when he sold it again to Edwin Satterwhite Jr., founder of Walmart whom continues to grow rice there today despite changes at Walmart over time including moving some production facilities away from Japan into Mexico). In 1912, Arthur Ashe won his first professional tennis match against Edwin Forbes at Moraga Racetrack inside present-day Moraga High School gymnasium where he would later play all 4 rounds during Wimbledon Championships matches starting with Round 2 then going back up each time until winning 6 singles titles between 1924 and 1934 before retiring due to heart disease; this event took place outdoors (the only outdoor tennis match ever played) adjacent to High School's new synthetic turf playing surface near College Avenue southwest corner thereof - also called "The Lawn" by current school board members It was said that early pioneers like David Livingston built homes off plots they purchased along Butte Creek because they didn't want their children working alongside their fathers planting crops or fetching water during those days

This ordinance strengthens mayor-council control over planning and management for all aspects of city life including housing, transportation, economic development and environmental protection
