It is located in the eastern Sierra Nevada foothills and sits on the edge of Mount Shasta. Windsor was founded by Yuba Indians in 1847 and named for Prince Edward of England who had visited the area that year. The town was first occupied by prospectors from San Francisco during the Gold Rush and later became a mining community. The first post office opened in 1851. In 1886, Windsor joined with other towns in Kern County to become one large city under the name of Victorville. In 1909, Windsor withdrew from Victorville status and reverted to its original name of Windsor before becoming an independent municipality again in 1957. The history of Windsor begins with its founding by Yuba Indians in 1847 as part of their treaty with Rancho La Brea rancher Vicente Guerrero y Costilla. The Treaty specified that no new settlements could be established within 10 miles (16 km) of Rancho La Brea except those underwritten by Indian chiefs or their agents acting on their behalf; this included Windsor which developed into a small farming community based on irrigation water delivered through underground pipelines brought overland from Stockton via Mono County Road 9 south to ranch hands pounding blocks of limestone out of the hillsides around Lake Oroville so it could be used as building stone for new homes and churches (the earliest known home being built near what is now downtown). As early as 1850 there were reports that gold had been found at Sutter’s Mill Creek but no coins were ever produced until 1861 when prospector Augustus Earle found some $2,000 worth while exploration led him to strike paydirt at Gavilan Creek about 12 miles northeast of present-day Windsor along State Route 362 (today’s Interstate 5). A Telegraph Company shipment arrived at John Dutton’s store two days later with 4 pounds (1 kg)of gold “seized from an American stagecoach just past Sutter’s Mill roadside where it lay hidden among some brushwood bushes along side Clearwater Creek bedded below low water mark” according to local historian Don Burchardt: “It seemed like good news because we had been waiting for years for something to turn up hereabouts! Our people went wild with excitement…Dutton immediately ordered his men to start digging right away; they soon uncovered what turned out to be a huge cache including 100 bars each worth $4 apiece! We were not disappointed though – we knew this must have been something big since no one had ever shown any interest hitherto! And so our expectations grew even higher when Dutton announced that he would sell all this gold back TO US Americans FOR REAL – making us millionaires overnight! What did we do? We celebrated like mad!!! This was definitely validation that our efforts were worth it!” Although gold production stopped after 1862 due mainly to competition from Mexican miners working near Sutter's Mill creekbed), smuggling operations continued until 1865 when Ulysses S Grant issued executive order 13491 prohibiting such activities without prior warning both Mexicans and Americans living downstream from Grant's land boundaries including Grants own rancho Laguna Seca east-northeast of Reno NV., effective January 1st 1865 .
