The town grew rapidly due to its location along public transportation routes and its easy access to water resources. By 1865 Windsor had a school and two stores closed but new businesses such as a hotel began opening up quickly including a harness shop and sawmill which would later become known as the "Old Saw Mill". "Prince George's Hotel" built in 1902-1903 by J.P Dutton & Sons is still standing today withstood all through the 2008-2009 earthquake that destroyed much of downtown Kern County including Windsor In 1911 John Fenton started building what would eventually become known as Fenton's Store which became one of Windsor's most important commercial buildings for decades until it burned down in 1984 In 1916 Guglielmo Marconi constructed his experimental radio tower just outside of Windsor providing communications services for many miles around China

The town changed its name to Windsor in 1907 and it remains the only incorporated community in Kern County. Windsor is located on a small tract of land that was granted to the community by George Hearn during the Gold Rush era.
