In 1951, Crayton was honored with a star on the Hollywood Walk of Fame. During World War II, Whittier served as the site of important naval exercises off the California coast. After the war, the town resumed its growth and development until it reached its peak in the 1960s when it experienced rapid population growth and social changes due to significant oil exploration activity in nearby Kern County. However, during this time period crime rates began to increase and work-life balance deteriorated; ultimately leading to economic decline that has continue up to present day.
The community of Whittier, California was established on November 14, 1879 by a group of homesteaders led by Captain Isaac Norris. The town was named for General John C. Fremont and his wife, Julia M. Grant. Norris purchased the Rancho San Antonio de la Laguna from Mexican Governor Manuel Micheltorena on October 15, 1879. He laid out a grid-pattern street plan with two streets in each direction running perpendicular to each other and four blocks long. In 1886, Norris donated land to the city for parkland that is now known as City Park. The first public school opened in Whittier in 1889 and was later renamed Whittier High School after the city's first mayor, J. P. Morgan Jr.. In 1903, Mayor Morgan dedicated the new Municipal Building which had been built at Fourth Street and Broadway Avenue to serve as the city's government center until 1912 when it was moved to its current location at Market Square Boulevard and Broadway Avenue. In 1907, construction began on what is now City Hall which became a popular local tourist attraction because of its unique architecture and grandiose features such as an observatory and clock tower completed in 1908 by architect George Bjarke Ingels Associates who also designed the Seattle Space Needle
